</font></p><p style="margin: 0cm 0cm 0pt; text-indent: 16pt; mso-char-indent-count: 1.0;"><span style="font-family: 宋体; font-size: 16pt; mso-ascii-theme-font: minor-fareast; mso-fareast-font-family: 宋体; mso-fareast-theme-font: minor-fareast; mso-hansi-theme-font: minor-fareast;"><font color="#000000">（四）养管体制不顺畅，监督检查不到位，养护质量难保证是我老秘网县公路养管难的重要原因之一。由于资金乡村公路养护管理的责任主体落不实，乡村公路的养护管理长效机制无法建立，特别是<span lang="EN-US">2015</span></font><font color="#000000">年全省乡镇机构改革时，我老秘网县镇办农村公路管养机构被取消或合并，更谈不上专职机构和人员，监督检查难，养护管理难。大部分建制村村道管理议事机制还未建立，部分村道虽有人员承担农村公路日常养护管理工作，但由于养管体制不顺畅，养管资金落不实，养护人员收入偏低，道工上路率低，养护及管理不到位。形成了镇办没有固定的管养机构和专业养护人员，村上养管人员也难以落实的局面。加之近年来全县建设项目增多，人工工资和物价上涨增幅较大，而现有的县道养护承包单价较低，因此，农村青壮年愿意从事养护承包的人数很少，随着农村公路养护水平的提高，专业的养护技术和机械操作人员严重短缺，村级无论是技术还是设备都无法承担农村公路管养任务，养护质量难以保证。</font></span></p><p><font color="#000000" face="宋体">
